Food production stuck?

I hit level 15, and my city doesn't produce enough organic waste (for compost) to make enough food to advance the city size. Is this intended?

Compost can be "free" = Alternative technological chain =

 carbon (free) + nitrogen (free) = compost

So you can easy to make up for the missing
food => compost (free-2-way) + water (free)

Only trouble is how little carbon atmosphere extractors produce. Between your polymer and compost factories, you need a whoooole lot of em. Would be great if there were carbon deposits on the surface that you could mine.

Well, it's not like there isn't plenty of land to build them and with the right pattern you can easily mass build them then use trains to move the carbon where it's needed.

Compost can be made in factories as well. That way you don't have to rely on city waste.

I am glad that i am not the only person who missed that. The answer is what ferus said. You can make compost in factories from carbon and nitrogen.

I just figured this out today myself and I have 30 hours in the game. :)
