I disabled all the overlay apps- Xbox game bar, Nvidia Overlay. I also disabled the game boost mode feature on my antivirus and the game started working.
The shader building is taking time but I am relieved that it's much better than crashing on startup.
TLDR:
Solution: go to your AMD Adrenaline app, Performance & Tuning, use custom, and set the GPU clock (MHz) to 80%. Done.
In addition - you can try to go above 80%, as I've only tested it with 80% of GPU clock
The crash problems I experienced at launch were already fixed when they started patching the game. I played through the game basically a couple weeks after launch and never looked back.
