In this case I assume it's because some people like to play games with voice-over in other languages. Like they can't get the full experience because they want to play with English subtitles but Japanese voice-over.
Enough people will complain that now they just add warnings to everything. You'll see it most commonly for Japanese, Chinese, and Russian languages.
"This game supports only Japanese or English language interface/voice for customers in Japan."
Not sure if it was updated since this post or not but it has English too. It's just a notice to inform people the other languages mentioned on the store page, Spanish, Italian etc. aren't included in the Japanese version.
Not sure if there are any legal/copyright reasons for that, there could be, but it could also just be because extra languages add a lot to the file size so they're not included since few if any people here would use them and there's no point increasing the file size for that.

You're the only person here insisting that EVERYONE should interpret it correctly the first time, no questions asked, because it "couldn't be more clear'. Meanwhile, you've also typed up several re-iterations of the original message that do in fact, make the meaning more clear.

Please tell me how anyone can read that and think, "Oh no! This game is only available in Japanese!?" Does that make any sense to you? Does it say anything close to that? It doesn't. It doesn't get much more clear than what it already says.
Any reasonable person will read it and think, "I can't get the Japanese interface or voices unless I live in Japan." Anyone confused by it probably shouldn't be trusted with a credit card.
As someone whose first language is not English, the message is extremely clear. At some point it's a comprehension problem, not a language/wording problem. Whoever made that mistake is simply embarrassed (or dare I say entitled?) to the point they can't admit they have reading comprehension issues.
You don't need to be a native speaker to understand this. Good lord lol.
It seems that, so long as you have a UK/US payment method and Steam account, you can still use the English versions of games whilst physically living in Japan.
I have no language version issues with games like The Last of Us and Days Gone.
