I FOUND A FIX FOR THE CPU 0 PROBLEM!!!
Disable "Hardware-accelerated GPU scheduling" in System > Display > Graphics

Also disable "Variable refresh rate"

No need for Process Lasso or disabling EAC anymore!

I can't find the option, it only shows "optimizations for windowed games" in the graphics settings

They're already disabled for me but I still had the stuttering issue that disabling CPU 0 solved.
