Second, try to stay airborne, especially once it reaches half health. Its melee attacks have issues hitting you while you're in the air.
The rest really is just playing as aggressively as you can, getting in close, jumping over it, flanking it while firing, etc.
Player targeting is ♥♥♥♥ at elevations. That slope is probably ♥♥♥♥♥♥♥ with you.
Enforcer might seem """easy""" in hindsight, but that is after the initial ♥♥♥♥♥♥♥♥ of staggering them then watching your AC a spin slash a foot over their head because oops they are standing on the ramp.
If you try and fail with the big spike, try going back to the basic blade to try and nail the initial stagger with the first swing, so the second swing has better odds of hitting them without them leaping halfway across the room first (which can happen if you kick them into a stagger).
While huge back guns are stronger, if you feel you can't afford to deal with the momentary pause to fire and don't want to use tank legs/hover mode on quad legs. Try the double split missiles (I THINK those are unlocked by then?) as a punisher, as those are some of the hardest hitting one and done missiles in the game, even if it will not feel like it due to enemy health bloat and ability to side hop away from them. But they have slightly better odds of hitting the boss in their "Technically staggered but already running away" phase. than when they matrix dodge a songbird shot.
In a nutshell, treat this guy like an AC on drugs but if you keep fighting him and observe his patterns, you will be able to take him down.
Or you can cheese him with another generic zimmerman setup.
