The goal of 9ball is absolute order with certainty thus he must destroy any freewill mercenaries that are outside of the system, the Raven being the titular example.
Meanwhile ALLMIND wants to evaluate humanity from the boundaries of the flesh to become virtual fighting intelligent lifeform* like Coral due to her desire of getting even more precious combat data.
Ayre empathy? sure tell 621 to get in a railgun to fly across the sea without any care of his safety after that tell 621 to kill Brute because she kinda annoyed by him then immediately ask 621 to kill Carla after learned about Overseer and then after turn everyone into Coral her first action is start combat mode
Ayre 's goal is the same as Coral nature gathered to hive mind and multiply
The only thing Ayre did that was unreasonable is probably not having a straight talk with Carla, then again Carla probably knows too much about Coral to be convinced, she's one of the OG who was an adult scientist AND surviving the Fires of Ibis.
And even if 621 told Carla, would she really believe them? Or would she chalk it up to "you've got coral sickness and you're hallucinating".
Aside from the fact she can hack, plan and pilot AC, ALLMIND and Iguazu directly communicate with her and even Walter knows her presence.
Carla, of all people, is probably the person who is most knowledgeable about Coral.
