I would say 621 remains basic, or even quite capable communicating ability. They can talk to Walter about Ayre's voices after Chapter 1, and Walter didn't express any surprise after they seemingly directly negotiate with Balam alone to accept jobs and open a path to Central Icefield.

On a serious note, I had this in mind as a possibility of how they communicate. I mean, they do have a neural connection to devices so I don't see how 621 can't communicate basic words or phrases via text.

I think its more that he is integrated into the mech itself no? Walter is saving up so you can have a normal body, not mind, that is what I thought. the "Gen Four augmentation" literally made him part of the mech but it was so ♥♥♥♥♥♥ up that he is just super subdued now. like mental trauma not physical brain trauma. as far as I can tell, 621 is The Armored Core, not that he is piloting one. I have only played this game and did not pay attention to lore, so may be wrong. But we defiantly do not see 621 come outside of his mech at any point at all, even when it gets teleported by stardust at the end.

He's a Human plus, meaning he pretty much lost his body functions and is optimised just for AC piloting.

Though, there's one scene where it can be interpreted that he crawls through the Sewer to jailbreak so maybe he can still move around, a bit.

If we Google what "brain fried" means it seems to be paradoxical. The person has too much activity going on in their brain.

I take it that it is hard to focus the flow and regain motor functions for either speech or bodily movement. So, reactions and logical processing skills are still in there, but there is difficulty getting the subconscious mind for movement to line up. I am assuming that due to the augmentations that C4-621 has had their motor skills for a human body disrupted and shifted such that his brain is treating AC units as the natural body and has a constant overtaxing flow of awareness to their surroundings -potentially because their sight and senses are pulling data from the sensors in the AC instead of a human body where the mind would shove tasks into subconscious/instinctual processes that allow the conscious self to relax and not have to actively think about things like ensuring that lungs inhale and exhale at the proper timing to provide oxygen to the body/blood/brain/etc.
