I think it might also depend on which weapon caused the stagger and which stuff hits after that. Some hits seem to lengthen it somewhat, while others seem to shorten it. Specially different melee attacks.
For example, when you kick an staggered AC, you might push it away quite a distance, and it is highly likely to break them out of the stagger earlier. But if you hit an staggered AC with an AoE weapon, it does not seem to cancel the stagger.
Also, elevation memes. Same glitch happens in Elden Ring. Most notably, if an enemy is on a slope, like Draconic Tree Sentinel, you can stagger him and then he will immediately recover in some circumstances. It's related to change of elevation, but I'm not sure how the glitch works.
Punches and Zimmerman (maybe other shotguns) lengthen stagger when shooting an opponent in a stagger state. Not certain about kicks, since I think that mainly only applies against MT Heavy Tetrapods in singleplayer.
And of course that applies much more noticably to bosses. IBIS is barely stunned at all, meanwhile sea spider and smart cleaner are down for like 10 full seconds.

With hacking getting more prevalent in ranked i have my doubt that this is some subtle hacking to avoid sussing too much
