Inconsistent stagger durations
I've noticed this since forever, how come sometimes players can just jump out of their stagger after a third of a second and other times they're staggered for like 4 entire seconds?

Not 100% sure how it works, but I noticed that if you sometimes try to quick boost while staggered, you might snap out of the stagger slightly earlier. Not jumping, but using quick-boost.

I think it might also depend on which weapon caused the stagger and which stuff hits after that. Some hits seem to lengthen it somewhat, while others seem to shorten it. Specially different melee attacks.

For example, when you kick an staggered AC, you might push it away quite a distance, and it is highly likely to break them out of the stagger earlier. But if you hit an staggered AC with an AoE weapon, it does not seem to cancel the stagger.

ill explain this simply the stagger duration is dependent on the acs weight the lighter the craft the quicker the stagger and vise versa
There's a stat that governs ACS recovery to a small degree.

Also, elevation memes. Same glitch happens in Elden Ring. Most notably, if an enemy is on a slope, like Draconic Tree Sentinel, you can stagger him and then he will immediately recover in some circumstances. It's related to change of elevation, but I'm not sure how the glitch works.

I see that even with the same weapons, sometimes players just decide to get plot armor and not get staggered at all. Basically the animation plays and they hop out of it like some absolute ♥♥♥♥♥♥♥♥.

This is false, lights don't recover from stagger faster, light stagger bar itself recovers faster provided you aren't taking any damage.
I’ve seen multiple people notice that there seems to be a recovery bug with all three tank legs where they sometimes just recover very fast for no discernible reason. I haven’t looked into it myself personally but that’s what I’ve been seeing floating around.

Sometimes staggers are lengthened by certain weapons (creating a combo).

Punches and Zimmerman (maybe other shotguns) lengthen stagger when shooting an opponent in a stagger state. Not certain about kicks, since I think that mainly only applies against MT Heavy Tetrapods in singleplayer.
I always assumed lightweight craft recovered more quickly, if the NPC ACs are anything to go by. ACs like rusty recover lickity split, but heavier ACs like snail or G4 seem to be stunned for quite a bit longer.

And of course that applies much more noticably to bosses. IBIS is barely stunned at all, meanwhile sea spider and smart cleaner are down for like 10 full seconds.

What's more, it seems that stagger from IBIS sticks and doesn't clear in 3-4 seconds without any damage!
In addition to the recovery, there are certain attacks that can extend stagger combo length, kicks are famously one of them. I haven't looked at it but I wouldn't be surprised if it's a value outside of impact
i notice that there are some that seem to get almost no stagger some time. Like they just immediately jump out of stagger. (it's rare, but it does happen twice and thrice)

With hacking getting more prevalent in ranked i have my doubt that this is some subtle hacking to avoid sussing too much

yeah it can feel that way, but I need some evidence before I start thinking it's hacker toggle nonsense. Instead of a fromsoft engine moment.

apparently there is a bug where on certain leg types if you QB as you are getting staggered it eats most of the stagger duration, this was already known about with the electric discharge mini stagger but people are now seeing it more with normal stagger too.
