Comedy light spoiler. One of the hardest non boss enemies in the game is "Wait a minute is that metal gear rex on rocket skates!?" but you might be too busy trying to survive to realize until later.
So clearly the devs knew how powerful Rex is. the main plot also makes a big deal about a massive shoulder mounted railgun.
Playstyle wise you can be very rex like, but they did turbo nerf kicks in the last patches. Which leads to some awkward cases of stomping on something's face and they are slightly alive/not yet staggered even after you fed them a bazooka first.
and you don't even actually have to use that weapon either.
Meanwhile, I'm S-Ranking missions with whatever I like, because I actually understand how to play the game.
Whenever you play a difficult game, your skill is always going to have to lean on specific equipment in the learning phase. Once you know what you're doing, you can build whatever you like (to a point) and be fine.
In terms of cosmetics, you can do whatever you like with the paint scheme.
As far as physical parts, there are tons of weapons that serve different purposes at different distances, For the physical structure of the mech, I think there are around 20 parts, each for head, leg, chest, and arms. So, if all you want to do is make Metal Gear Rex, you won't be able to make a 1:1 recreation, as their structures are quite different from that style of mech.
God bless high performance heads with conveniently flat panels for a face that people can easily slap a custom decal on.

There are also a few other parts, but they mostly aren't visible cosmetically.
You can also apply your own custom designed emblem using any combination of the existing shapes. Check the artwork section, some of the more creative examples should be visible. Emblems can be placed anywhere on your mech, with about as many as you want.
You can of course apply your own paintjob to your mech using pretty much any color of the rainbow, as a whole or on different sections of different parts. As well as apply weathering, or luster... the amount you can customize here gets a little insane to be honest.
