Basic SR Latch Acts Funny

I built a basic SR latch out of NOR gates and it works, BUT when it is first loaded its value cycles every tick (as if both values were high in a real latch). This is reasonable, but the same thing happens again at seemingly random moments when I'm setting or resetting the latch. I just alternate setting and resetting it maybe 10 times and eventually it starts cycling. Here's my blueprint:
