I Finished the Mermaid Quest and Anahita's Quest but Armaiti is not showing up.

Good Day! i am trying to fuse satan and i figured i needed to do the quests related, i finished both quests and even talked to Apsaras on the fairy village and got their special interaction with Anahita. (just to be clear i first finished anahitas quest before even talking to the Apsaras) and still Armaiti is not showing up

did i miss anything to do? did i glitch it out? do i have to progress some more on the story? do i have to defeat mara or remove specific demons on my party?

i really am having trouble and im already on my 2nd COV playthrough, please help me(˃̣̣̥ᯅ˂̣̣̥)

Maybe you should complete some quests in real world, in Tokio. Like catching Turbo Granny and others.
