Passive Skills stack ?

Can someone tell me if passive skills like Elemental Pleroma and High Elemental Pleroma stack ?

And what's the damage buff from the normal Pleroma and the high ?

according this site, normal pleroma = 1,2 more damage while high pleroma is 1,35, they stack as addition so 1,55 more damage when you have both
