I would assume you playing CoC
Check grimoires to see if you could level up your party to 99 level. You should probably have plenty if you didn't use them.
There are different approaches, but your main target should be Shiva and Ananta that heal him. So you should pretty much be ready to beat Ananta with 1-2 turns before it heals everyone. Other two shouldn't make it too painful for you, but I think you could reduce their press turns by block phys. Try to fuse high level demons. Also try to use sutras/incenses. Sutras increase potency, which increase damage, lower mp cost and increase aliment chance.
Belzebub - have boon boost ex, which gives your buffs and debuffs 2 additional turns. Also has ability to decrease stat by 2 levels if there are no specific race in your party. Should work good.
Cleopatra - has good ice/wind potency, give her bufurion+zanbarion or any ice/wind attack with high pleromas. Frolic could also work on your enemies in your potency is high
Fionn - has good stats and could give ice attacks to damage enemy
Daisoujou - if leveled up and got aliment profiency could use preach to have good elements. Saved my neck, though random, but fun to play with.
Baal - has ability to add 1 press turn if he gets debuffed. Has good resistance and magic stat
Aliat - has good vit stat and support/heal potency. Could be healer/debuffer/Support with -karn and donum skills
Dagda - have a lot of str stat. Could get full null build and break enemy press turns
You will have to use lot of MP heals, so don't hesitate to feed incenses to your party and use soma/showers. Try to block weaknesses and have enduring soul on low vit demons.
Get Eternal Prayer (Idun has it, but not probably every Megami race has this skill) magatsushi, that will heal and revive everyone (stock included) if things go south.

Bring Ice for Shiva/Kali/Dakini, Force for Ananta, and Fire for Parvati. You can probably ignore Ganesha entirely, especially if you Resist/Null/Repel Physical on your squad. Just make sure you don't have Null/Repel on your entire party or Shiva will spam Almighty moves as any SMT boss is want to do come lategame. Shiva's party rotates between a specific set, and while it's tempting to take down a few like Kali if the debuffs/status moves are too much to deal with, it also increases the chance that Shiva whips Tandava out again. In fact, make sure you bring Dekunda along with heavy healing just to be sure as well.

Honestly you can whittle him down over time if you get things stabilized for the most part, Kannabi Veil certainly can help and Ganesha is more help than harm for you if it keeps bonking the Null targets. But as soon as Ananta appears, drop what you are doing and blast it to oblivion the turn it shows up. It has both Ice Block and Mediarama, which will probably mean you wipe. Anata also has it's own little slot in Shiva's party so it ALWAYS can appear rather than it be limited to just two spare demons.

Shiva himself throws out Physical, Fire, Thunder and Almighty attacks. Having a Null of each (but probably not all at once) for Fire/Thunder also can cut down on his turns if he whips those out, just be aware he also likes to pop Impaler's Animus during setup turns.

You can fuse any demon whith any level you like, why not do it then? You can easily outlevel him and his buddys, so why make this harder than you have to?

Or cheese him in 2 turns with your current setuo: https://www.youtube.com/watch?v=ccteYUxEm_g

or this strategy, also 2 turns https://www.youtube.com/watch?v=n9GneKoAU0Y

There are some others similar to this, but they all work the same.

I too, am struggling with Shiva. Only I'm on Normal Mode. Did you ever figure out the perfect team combo to defeat him? What strategy did you ultimately use?

I have Beelzebub, Cleopatra, Fionn, and Dagda on my team. Baal and Alilat are in my compendium and I didn't get around to unlocking Daisoujou's fusion yet. I'm hesitant to use Cleopatra because Beelzebub's innate skill doesn't work with any demons of the Herald, Megami, Femme, or Lady races. Which of theses teams should I go with?:

1. MC/Konohana/Beelzebub/Dagda?
2. MC/Konohana/Beelzebub/Fionn?
3. MC/Konohana/Cleopatra/Fionn?

I've tried using this guide, but it's geared towards the out of date vanilla version of SMT 5: https://www.neoseeker.com/shin-megami-tensei-v/guides/Shiva_Superboss_Guide

I've tried this guide as well, but it's geared towards a Canon of Vengeance run whereas I want to defeat Shiva in my Canon of Creation run: https://www.thebackdash.com/gaming/shin-megami-tensei-5-vengeance-shiva-boss-guide

So what full demon builds should I go for?

As much as I would love to end this boss battle in two turns, I'm not doing that highly risky strategy.

I don't know if it will be useful, but my strategy was formed by itself through the bitter experience of defeats. My main weapon is Kadishtu combo and their magatsuhi attack, because it can one-shot all the demons that Shiva summons, especially this stupid Ananta, which must be focused immediately when she appears, because if you ignore her, she will heal Shiva completely. My main fighters are Lilith, a support, because her unique skill will help remove the debuff from Tandava and give a physical barrier, as well as other useful skills like lustful candy and debiliatate I do not take healing on her, because magatsuhi will heal the whole team. Agrat with ice damage (though I have already changed her build, now she is without ice damage) and I don't know why, but the last constant fighter is Metatron simply because I love him. Btw i'm playing on hard. Nahobeeno simple build: Murakumo, charge, almigthy pleroma and high pleroma e.t.c.

Thanks for the recommendations. I was on Canon of Creation so I can't use the Qadistu. However I was able to successfully defeat Shiva in combat. I used a combination of Fionn, Cleopatra, Konohana, Dagda, Idun, Arioch and Beelzebub. I can't exactly give you a comprehensive after action report, but my main strategy was just spamming ice attacks towards Shiva and force/wind attacks against Ananta whenever that sneaky little snek showed up. It was not the most well thought out plan since Shiva and his buddies threw me curve balls in the form of killing off some of my demons, but my victory took a lot of luck and perseverance. It also helped that I used a revival bead for Konohana when I did because that was the best split second decision in my gaming history.
