Can someone help me find the Type 7 Aogami husk?

I have looked everywhere in the third level, and I am just before Ishtar. I think it might have changed location, so do I need to use a rail to reach it? I say that because there is one in the northeast that I cannot reach, just above the temple.

this is for base smt 5, in vengeance the aogami essences are no longer in the yellow orbs, they are a new type of collectible in the overworld and respawn periodically. The locations of the husks have also been changed. There is a husk above Ochanomizu which is the type 7 essence but i have 0 clue how to get up there as I've checked just about everywhere i could think of for a magatsu rail

For anyone still looking, the rail is by kanda no yashiro, need a nav demon to spot it.
