Is Valkyrie not in Vengeance?

Was trying to fuse her in a recipe to grab Safeguard but she isn't appearing...Did something change? Or do i need to advance in story to certain point for her to unlock?

Valk is there alright, i got her but i cant recall at the top of my head what i fused to get her, i think it was around lv 40'ish

valkyrie's appear around the mid-latter end of area 3 in terms of fusion, i think you can even find some in the wild there.

Its exactly 40. at least in the creation route.
