The fix for me was to play the game in windowed mode. Game was otherwise stuttering too much to play.
The weird thing for me is that I put 15h into this game on release day and didn't have a single issue. On the second day I had a stutter as soon as loading the game, eventually game stuttered so bad it crashed. 2nd run went fine and I put some more hours yet again.
On 3rd day the game didn't want to stop stuttering at all and that's when I discovered that turning on the windowed mode helps for this.
This is weird af, definitely not shader compilation, maybe denuvo ♥♥♥♥♥♥♥ something up badly.

I used to have stuttering in SMTV.
After using Lossless Scaling and Engine.ini tweaks, I'm able to run it smoothly.
