Pixie Navigator
I completed the subquest "Pixie on the Case" which should have unlocked Pixie as a navigator. She's supposedly found in northern Shinagawa but she's nowhere to be found. Only Jack O' Lantern and Agathion are there. Is it a bug? There are no other navigator icons on the map.

pixie navigator is unlocked in fairy village area and she appears right next to the leyline she told you to meet her at after you turn in her quest.
