Pre-download / Pre-load when(?)

As the title says, or are there no pre-downloads as of before? Sorry because this is my first time pre ordering a Steam game. Kindly thanks for answering.

I was able to preload several hours ago here on the eastern coast of the US.

I second this, was able to preload the game just fine

This time it did pop up, not that it's really needed as the game isn't that big (Roughly 28 to 30 GB), but as I'm not the only one in the world for those with a slower connection can enjoy the game on release ^^

I'm on a 6Mb/512Kb connection so a preload is nice since it's taking me nearly 20 hours or so to download.

Wow it's been awhile I've had that speed, but in that case it's a welcome gift indeed.
