Weird Stuttering During Games Looking For Fix

When I play sometimes I will get random stutters that are not picked up by the ingame lag detectors or packet loss. I am certain it is not hardware limitations as I have a PC that can run games a lot more graphically intensive and do not have a ton of processes in the background. It is kind of hard to explain, sometimes people will use an ability and I will not see it connect just the core move or I will take damage and not know what it is from because of the stutter.

Has anyone had anything similar? Any possible fixes?
