Text Chat Window not Appearing

I have had this issue multiple times now with a full game restart being the only fix I have found so far. The text chat window will not open and I cannot see any text chat. I have tried rebinding enter key to something else still won't appear, I have rebound it back to enter after rebinding to something else and it still wont appear. I have switched servers, same problem. I have changed the chat settings trying to toggle it between off, always on and dynamic, still doesn't appear.

Issue's still happening intermittently. It tends to be associated with a loss of controls after attempting to use the chat by pressing enter.
