I have a hard time finding more than 1 person for any multiplayer race. There's not very many people playing the game online and the ones that are playing don't want to race very much. If you have to do something like drag or police stuff, it's even harder. It's too late in the game's life to get any of the multiplayer stuff done.

It's not too late for fun! Check your cross-play settings and set it ON. Also set PUBLIC CREW in lockdown.
For now there are many players on every session.
