No, 3 upgrades (a turbo, ECU and exhaust manifold), arent enough to reach the first 3-4 opponents in a crown vic especially if there are any straights on the track. Just no chance to catch up ever.

When you want a street racer buy a Nissan Fairlady. With your car you should focus on Drift Events. Really not so hard to figure out.
