No. Since Vol. 6, you don't even get all content with catchup packs anymore, unless you bought the premium speedpass when the Volume was still active. They are a rip-off. It's made to confuse customers to extract as much money from them.
Long answer:
Up until Vol. 5, the catchup packs are what they are. They give you access to most of the missed content of these volumes. Plus, there are custom packs for pre-Vol. 6 content, which include additional cars. Now that already made you pay quite a pretty dime to get everything, but...
From Vol. 6 onwards, they changed the system to FOMO "dynamic catchup packs". where you must buy a premium speedpass to unlock all content even with the catchup packs. If you haven't bought the premium speedpass during that volume, you never gonna get any of the premium content. So no Darius R8, Ur-Quattro Look-alike Avant or any of the other stuff that might make the catchup pack worth while for newcomers and those who missed out on the volume.
I cannot recommend both those new FOMO speedpasses nor the "dynamic catchup packs".
Premium speedpasses out of principle against FOMO stuff and because they are simply too expensive for what they are. And "dynamic catchup packs" because they are not worth it without the premium speedpass content.
Better get a ketchup pack from Maccas - much better investment and less confusing.
For years NFS fans wanted EA to support the games with post-launch updates only for them to cash in on the idea of making new players pay the full game price to "catch-up" it seems. I hated this aspect of Forza Horizon series as well but at least they provide/don't patch the means of getting every item/car in the game even when they stop supporting their games.
