Though the real flaw remains to be one save slot for the entire game, which can indeed lead to problems like that of OP.
had a similar issue a year ago with another game, come to found out Avast was stopping it from writing new files and had to create an exception for the game.
Honestly if you haven't already you should just make your Steam Game folder one big exception zone so your anti-virus leaves your video games alone.

A common misconception among many Windows 10 or 11 users today is that they still need to pay for an 'over-the-top' security solution. Microsoft Defender has grown far more competent and extensive over the last few years than most average PC users realize.
So far after making exceptions in my virus stuff, Its saving.. But man was that ridiculous.
