No. Linear maps.

The cities themselves have multiple paths and you can wander around in them, but levels are (mostly) linear with mildly diverging oaths and side paths that lead to secrets.

There are several hub areas and cities that can be explored and while they're not completely open there are a lot of diverging paths, verticality, and side areas with jumping and using exploration abilities to find items.
Some areas of the cities aren't unlocked until you do a mission, and you'll often unlock a gate or blow up a wall that will free it up later to come back.

Missions have 3 types: 1 that are completely open in a hub area, 2 that's in an enclosed portion of the hub area, or 3 that is in it's own linear map.

If you ever wish Dragon Age Inquisition didn't have a ton of dead space to run around checking off collectibles, or wished that Dragon Age 2 had more areas to explore and not the same reused ones, this is your middle-ground.

Just to add on

Not all paths are available at the beginning. We will be revisiting the same maps multiple times as the story progresses and new paths are "unlocked".
No, the only game in the series that could be called open world would be Inquisition. This game's map/world structure is closer to earlier games than that, which means more linear. Like most BioWare RPGs.

I'm personally glad it's not as big as Inquisition. That game is just too big for me. I replayed it a few times, but it takes so gosh darn long to complete lol. I like games like DA:V who are a little open world, but much more condensed.

Love to see all people who don't own the game, straight up lie that the game is linear / on rails.

It's not linear, but it's not "open world".
You have cities and areas that get opened for you after mail line mission when visiting the area for the first time is complete.

Dragon Age games were never "open world". Inquisition got closest to that and people called it "single player MMO".

I’m glad about it too, a game like Veilguard is a breath of fresh air among oversized open worlds

Ikr! Especially because I have such a hard time not looking for everything I possibly can get. I derail missions so hard to ensure I don't miss anything. This game is the perfect size for gamers like me.

I can appreciate the lack of a true open world. Many open world games seem to feel the need to fill the space with useless collectibles to force you to explore all of it, instead of relying on the locations themselves telling a story. That is part of why I gave up on the Assassin Creed series.
