Once you have the HWM ones loaded, the extract Phonemes should work fine to audio clips etc as described in the tutorials, if you are dealing with custom models you can load up phonemes in the same sort of process as the tutorial but you may need to either manually program the lip sync animations (ugh) or use the HL2 Facs controls.
The HL2 Facs controls don't seem to work to well with the TF2 Models that I could see, but it should work for HL2 / Left 4 Dead 1 & 2, Sadly will not work with chell on portal 1 & 2 as her default model has no facial controls at all, but you can get around that by using a custom modelled chell etc.
All are viable but the manual programming takes totally ages to get right and is the most spot on usually to sync to words.
The lip sync automated in general is hit and miss that I have found through testing.
The easiest way to tell is to see if a model has a phoneme tab (next to the procedural sliders). If it doesn't, then it doesn't support automatic lipsync.
