Report a translation problem
If you're trying to paste it to a camera in a different shot, you have to make sure to switch to that particular shot in clip editor mode, otherwise it won't work. If not, well, you still need to ensure the correct camera from the correct shot is selected. Might seem dumb, but the dumbest of mistakes are often those we don't think about.
Also, if the camera simply won't move past a certain point in time, perhaps the animation set doesn't extend far enough. Try double clicking on the active clip (in clip editor mode), and ensure the yellow strips representing the animation sets extend until past the clip's boundaries (light grey).
