Help with the Sci-Fi Citizens 4.0 pack (SFM Box Download)

I read in the readme and on the download page that "All of [the models] have been 100% tested for common transparency and eye controller bugs", yet a majority of them (any that aren't ported from another game) have their eyes frozen in this position:

Bill's eyes actually move, but the eyelids are frozen in that position. All of the others work fine, but that's 7 or so functional models of about 21 included. I'm not calling the models broken, I'm mainly asking if anyone else has this problem or if this is a problem caused by my SFM and I need to reinstall to fix it.
