How to make blood decals

I've seens this quite a few times, and am wondering how you do it. Any answers are appreciated.

There's another way to make blood decals, if you don't want to spend all that time the guy in the video did. Record yourself as a soldier or demo damaging yourself with a rocket or grenade. There will be blood on the floor. Delete everything but the blood, and move it wherever your want! Copy it if you wish to use it again.

You can't move the blood obtained that way, they're decals, and SFM doesn not support editing decals.

can you apply decals to models? was wondering if there was a way to add blood splatter to models without editing their textures.
