How to resize models?
Is there any method within SFM to change a models size? If not how can you go about changing the models size with external programs? I dont mean like inflating specific limbs, im talking about rescaling the entire model.

Yeah, you can do that in SFM. Right click on the models roottransform, and look for an option that says "add transform scaler" or something like that. Click that, and it'll add a slider that allows you to change the size of the model, bigger or smaller.

I used it and the engineer only went farther away from the camera, not getting bigger
Is quite common when you apply scale control on the bone that's further away from the model. Did you apply it on rootTransfrom? DON'T! Use bip_pelvis/rig_pelvis.
