In the Clip Editor, select the shot that you want to edit. You can only manipulate animation sets in the last-selected shot. Then, switch to the Motion or Graph Editor to manipulate them.

If you're using the Motion Editor, also click in the timeline and press Ctrl+A to select all of time, and optionally adjust the time selection afterwards.
