How do I make make bullet holes?

I'm getting the hang of SFM but I want to know how to put in bullet holes.

You can make them ingame, by shooting at the wall. Im not sure about how to do it on models, though

There's no true "decal" system in SFM. You can cheat, though, using the decal editor, to fake it:
