But to fix it currently, verify the cache files of Source FilmMaker, which if you extracted to the normal game/tf/ folder, can take very long and will remove your extracted Team Fortress 2 files..
But regardless of whether you extract the content into that folder or a custom search path, you should only ever extract the "maps", "materials", "models", "particles", and "sound" folders.

In this context, by "you fix it by only extracting materials, models, and sounds", I mean "this error is caused by extracting something other than materials, models, and sounds" - you don't need to extract something to fix it, you need to avoid extracting something else to avoid it happening in the first place.
If you're having the "CSceneFileCache: Bad scene image file scenes/scenes.image" error, then right-click Source Filmmaker in your Steam library, choose "Properties..." > "Installed Files" > "Verify integrity of software files", wait for it finish, and let Steam redownload some Source Filmmaker files afterwards.
If that doesn't fix it, then right-click Source Filmmaker in your Steam library again, and choose "Manage" > "Browse local files". This will open a File Explorer window in -/steamapps/common/SourceFilmmaker/. Enter the "game" folder.
Then, inside of the "game" folder, enter the "hl2" folder. Does "hl2" have a folder called "scenes"? (Yes, it does.) If so, delete that "scenes" folder, then go back out of the "hl2" folder. Repeat this for all other folders in "game" (e.g. "bin", "hl2", "left4dead2_movies", "platform", "sdktools", "tf", and all other folders in "game").
Lastly, right-click Source Filmmaker in your Steam library again, choose "Properties..." > "Installed Files" > "Verify integrity of software files", wait for it to finish, and let Steam redownload some Source Filmmaker files again.
