In the motion editor, to 'compact' an animation, highlight the animation with the model selected, and holding ALT, drag the end of the highlight to the left.

In the graph editor, just move the keyframes closer together. if you press spacebar or hit the play button and watch how fast the playhead moves you can get a generally diea of how far apart you need to make the keyframe to get the speed you want.

Wouldn't that make an animation slower?
Also, what if I record a Heavy running and I want him to go slow to create a dramatic effect...how would this be done?

Same motion over a shorter period of time, that's faster, not slower. To make it slower, extend the time selection instead of shrinking it, i.e. drag the end to the right.
