You can make presets for any model by following this guide: https://steamcommunity.com/sharedfiles/filedetails/?id=160143865
By saving the preset file with the same file name/path as the model, followed by "_phoneme.pre" instead of ".mdl", Source Filmmaker will load those presets into a "phoneme" group, which will then be used for automatic lip-synchronisation if they have the right names, when you create an animation set for the model in the future.

No idea why these aren't loading or why I can't get it to sync on the save I made them on
You don't have all of the necessary phoneme presets, and they lack the "p_" prefix. This video specifically covers the topic of making phoneme presets, which might help (along with the video in its description): https://youtu.be/dHNZgnNLzTg
Around 7:27, the video says that it's unknown how to make preset groups get loaded by default alongside the model. The guide that I linked to in comment #3 of this thread covers that (if you save the preset group with the "_phoneme" suffix).
i also appear to have thought viseme was the lipsync so i just used heavy's viseme and recreated those. tbh I realized my model doesnt have much viable facial movement to fill even those, let alone the p_ list
