A lot of those things will exist between various Source games, SFM's DLC, "scene build" packs, and workshop items, but I don't think you're going to find all that in just one place; tracking down stuff like that (if it even all exists) is almost always a pain in the bum.
My strategy is normally to wishlist any compatible Source games on the store that look like they might have useful assets so I can grab and extract them to SFM when they're on sale.
The Garry's Mod workshop, particularly roleplay (RP) maps, is particularly useful for this stuff, but places like GameBanana can also be a good source of things like CSS maps built around a certain theme.
What I can say is that Garry's Mod is absolutely brilliant for pilfering from their workshop, and Counter Strike Source (and to a lesser extent Global Offensive) and the L4D games are great for the general breadth of their props. Grab them when they're on sale.
