Particle scaling
Now I found a rain particles effect that I like. But it's too big. Too spread out. Is there a way to change the of the effect? Maybe change the size of the spawn point?

go to the rains particle editor tool thing.

>right click on particle
>instance particle(something like that)
>right click and go to the bottom of the settings and click on the particlr you want to resize
>it brings you to particles editor tool.
>find radius random
>play with radius_max and radius_min and it will change its size

It seems to change the particles, like how long , which does help. But not the area size (unless I did something wrong. most likely) . Is there a way to compress it? I just want it on a small area. For example TF2 Scout has a little personal comedic storm cloud that hovers over him that rains.

Scaling particles can be complicated, since a lot of different parameters can be tied to how "big" the whole thing is. Particle radius, trail length, position random within sphere / box, movement speed, gravity, etc. You'll have to mess around and experiment to see what does what.
