You are trying to open a .vmt in VTFEdit, that program is for .vtf files, as the name implies.
You open .vmt files with Notepad, Notepad++ or other text editor of your choosing...

A .vmt is a Valve Material File, and contains text...
A .vtf is a Valve Texture File and contains the texture data...

VTFEdit can also be used to open/edit/create VMT files... as long as the syntax is strictly what VTFEdit expects, while Source itself supports more VMT syntaxes than VTFEdit, thus making it possible to have a Source-compatible VMT that VTFEdit doesn't like at all.

Edit: To clarify, I still prefer/recommend using a normal text editor for making VMTs, but VTFEdit is not strictly for VTF files.

Yeah, it will do that, but I find it easier to avoid the hassles and just open it with Notepad as most of the .vmt files that I've ever tried to open in it, end up doing the same thing, throwing that type of error and not opening...

It's throwing the error because the vmt was improperly saved in notepad. Something that could have been avoided had vtfedit been used initially as it does not let you save vmt with syntax errors.

Speaking of. Syntax error. Line 8. Open in a text editor, fix it, then resave.

Again, completely valid VMT syntax is not necessarily supported by VTFEdit despite working flawlessly within the Source engine, so just saying "fix it" isn't exactly that descriptive, because it might already be as "fixed" as possible.

Thus I prefer/recommend using a normal text editor. (I personally use Notepad++.)

My point exactly...
