At first I would have said post editing. However, there's properly rendered transparency, best seen with the Stand's fast moving arms, so I'd be willing to bet it's simply a plane model, either physically scrolling or with an animated texture.
As R234 said, you may want to contact the author and ask them how they did it. Most are usually fine with explaining these things when asked nicely.
Side note— is there seriously a character in that series called Steely Dan? Omg, that's hilarious! That's the name of a really kick ass band. I'm quite fond of them. Do it Again, Kid Charlemange, Pretzel Logic, Black Cow, and Rikki Don't Lose That Number are among some of my favs. Steely Dan is also a slang for d*ldos, which is how the band got the name XD
