...but has an entirely different head.
If I had to guess, I think the model you're looking at might be using a retextured head from Claire Redfield (again, from Resident Evil, but I don't know the game series well enough to be able to know exactly which game), but I can't place the outfit at the moment.
Many serious SFMers do customize models to one extent or another, some because they want an 'original character', others, so that they can monetize them on youtube without fear of copyright infringement. It's complicated, but if you really want to know how that works, I can explain it.
