In the latter case, you may find a lot of problems with the model, so I would recommend looking for another source (or even trying a direct rip from Fortnite, seeing as you don't seem to care about the rigging).
Yes, if you load it into a model editor that will import SMD and export OBJ. (The obvious answer here is Blender, which has plug-ins for Valve's uncompiled formats).
You won't find any tool that will just process one straight to the other though.

As explained here, there is an official Valve plug-in that works with Maya. However, it only works with 32-bit versions of Maya:
