Report a translation problem
A) Using a rig.
B) Using the player model.
I think that those are only available on the HWM versions of the models.
Though if you meant player model, not viewmodel, make sure that you are using the "HWM" Scout model (player\hwm\scout.mdl), not the in-game Scout model (player\scout.mdl).
In either case, as 『MARViN』 said, you should hide them by right-clicking the Scout's animation set in the Animation Set editor and adjusting the bodygroup options, not by moving the bones (unless you want to show the Scout taking the hat/headphones off).

doest matter how old this is, your comment helped me because i couldnt figure out where the "set body groups" was located. so thank you for helping a newbie.
I do recommend to test this on a smaller scale in a different session, just to see if it works for you.
