can only create animation for 60 seconds

how tf do I remove the time limit
whenever I make a shot past 60 seconds, the screen turns black and it says no current shot.

You know you can stretch your timeline however you want but play safe by only stretching it as long as 180 seconds. Through with that you would need to stretch the yellow bar of any model you want to animate by double clicking the timeline and stretch the yellow bar as long as you can go and then press the L-shaped up button to return to normal.

ive tried that. the thing is everything outside of 0-60 seconds is greyed out and nothing is shown, and I cant move anything in the graph outsde of the 60 sec limit

You need to extend the timeline, the shot, AND any existing animation sets (which surfer171 roughly explains above) whenever you extend a shot.
