But regardless, the far more important thing is for you to tell us which GPU(s) your computer have/has (just like Capt Fuzzy asked about).
To figure it/them out, open the Control Panel, click "Device Manager", expand the "Display Adapters" list/group, and let us know the exact name(s) of all items in that list/group.
It's important that you check it as Zappy said.
(EDIT: However, as your CPU is a low power U variant, I'd be surprised if you have a dedicated GPU. And if you do have only the HD 620, that does not meet SFMs requirements. SFM requires a discrete Nvidia or AMD GPU, it doesn't support integrated Intel graphics).
There's no fix other than getting a computer that has a dedicated Nvidia or AMD GPU.
HD 620 graphics does actually support DirectX 12, and should be able to support DirectX 9.0c (and shouldn't be too shabby at running many Source games) - however, SFM doesn't recognise it as compatible for whatever reason.
