Please be a bit more specific about what the issue is, we are not mind readers, but we are willing to help if you give us enough info to help you...
I don't think it's entirely possible in sfm but if you bring them into blender and edit things around then surely you can make their clothes movable unless they're part of the model then you need to commission somebody to do it.
As you mentioned, it's more than likely that they will have to be edited to do that.
I have seen models that have moveable clothing, but those items have bones 'built-in' to the clothing, allowing for this to happen...
So in a nutshell, no bones, no movement...
EDIT: After doing a little 'poking around', the clothes on the TF2 models are actually part of the model itself, so extensive editing would be necessary to make moveable clothing for them. As it stands now, their default clothes are part of their bodies, so to achieve this you'd have to actually create a base body for each one, then recreate their outfits by basically 'kit-bashing' their current bodies. It would be a lot of work.
Basically, a complete redesign and/or rebuild of the current models...
EDIT2: Actually, I do believe that there are some "nude" models of the TF2 characters out there, if one were to use those as a base, then it would make the job a bit easier, but still a lot of work to make the clothes moveable.
Yes, in that the model's clothes are not designed to be posable. TF2 models are game models, so they're designed with a lot of shortcuts for efficiency. They don't need to be able to undress for the game, so the models aren't made to - their clothes *are* their body, there's no point in adding a naked Scout underneath.
No, in that doing posable clothes (as opposed to very "binary" bodygroups) is an absolute bugger within the limits of the Source engine (skirts are just about feasible, but tighter fitting clothes are a nightmare). Source's rigging isn't really up to the job.
The bra I made for this image could maybe be described as semi-posable, in that the straps can be repositioned, but there are a lot of limits.

For that though, there are several tutorial sites. I learnt from blendtuts.com (you mostly only need the beginner stuff for this kind of modelling), although there are a lot of other alternatives if you Google around.
As EmperorFaiz says though, this is a very steep learning curve. It will take a LOOOOOONG time to get your head around the basics.
