I think someone didn't watch the tutorials first
That setting is a slider that appears when you select the light in the animation set editor.
So, about the shadow issue, this is pretty new to me. The shadow would work even with sh*tty GPU by default. You should want to adjust the shadowAtten and shadowfiltersize slider settings Mr.Elias mentioned and see if those make any difference. Perhaps a screenshot would be nice in case you might miss something or the issue is different than we assume so far.
