If you are using the 'Add Team Fortress Item' option then I completely understand why you cannot find it. That option doesn't really get updated by the above tutorial, and even though there is a way to update it, it still might not show up there.
You'll have to look up the item by it's internal filename and then spawn it that way.
This guide should help you with finding it:

how do u spawn it?
ah ok. thanks man. big preesh
EDIT: wait how? is it the Create Animation Set for New Model?
wait dude dud im sorry, im so confused. can you be a bit more specific? so Create Animation Set for New Model and then what?
If so, then you already know what to do..,
Click 'Create Animation Set for New Model'.
Use the dialog box that pops up to locate the model file that you wish to spawn, in this case, the Salty Dog.
Once you've found it, hit 'ok' and it will spawn in, then simply lock and zero it to the character that you want to place it on and you should be good to go.
If you don't know what I mean by 'lock and zero' then see this guide, it shows how to do literally everything that I said above, it's NOT the Salty Dog, but the process is exactly the same, no matter what model you choose:

okay... i know about spawning and locking models in SFM. but i meant where to search the Salty Dog. bc when i looked up the list of hats above i found the salty dog, but when i search it up in the "Create Animation Set for New Model" it doesnt pop up. Ill try Manually Updating SFM. Ill let you know if i failed. Thanks man
UPDATE: Ive failed :(
It is an 'all-class' cosmetic, which means that it can be used on any class.
For this example, I will use the scout:
Load-up your project in SFM and click the 'Create Animation Set for New Model' button.
When the model browser opens, make sure that the top filter bar is set to either 'tf' or 'All Mods'.
In the bottom search bar type in this:
SFM should find it, once it does hit enter and spawn it.
Since you know how to lock and zero, you should have no problem placing it.
One note though, use the playermodel version of whatever character you use, that's what the cosmetics are made for, not the HWM version.
Okay! I'm going to try it on. I'll tell you if it doesnt work. Thanks man, big preesh
EDIT: Good news i found the Salty Dog! Bad news its for soldier! i did the exact thing u told me, it didnt work so i searched "fwk". it kinda work but ill go on from here! thanks man big preesh!
