Is there another possible way? The thing is, I updated it and it didn't appear to me

How are you trying to find it?
If you are using the 'Add Team Fortress Item' option then I completely understand why you cannot find it. That option doesn't really get updated by the above tutorial, and even though there is a way to update it, it still might not show up there.

You'll have to look up the item by it's internal filename and then spawn it that way.
This guide should help you with finding it:

Can anyone make it in the SFM workshop?

Look at the above guide, the Salty Dog is in there, which means that you can spawn it in SFM if your SFM files have been manually updated.

Open the above guide and find the filename of the Salty Dog, that's the name you will look for after clicking on the button to spawn a new model.

Have you ever spawned a model in SFM?
If so, then you already know what to do..,
Click 'Create Animation Set for New Model'.
Use the dialog box that pops up to locate the model file that you wish to spawn, in this case, the Salty Dog.
Once you've found it, hit 'ok' and it will spawn in, then simply lock and zero it to the character that you want to place it on and you should be good to go.

If you don't know what I mean by 'lock and zero' then see this guide, it shows how to do literally everything that I said above, it's NOT the Salty Dog, but the process is exactly the same, no matter what model you choose:

Ok, using the above list of cosmetics, I found the Salty Dog.
It is an 'all-class' cosmetic, which means that it can be used on any class.
For this example, I will use the scout:
Load-up your project in SFM and click the 'Create Animation Set for New Model' button.
When the model browser opens, make sure that the top filter bar is set to either 'tf' or 'All Mods'.
In the bottom search bar type in this:
Fwk_Seacaptain_s2_*class*
where *class* will be replaced with scout.
SFM should find it, once it does hit enter and spawn it.
Since you know how to lock and zero, you should have no problem placing it.

One note though, use the playermodel version of whatever character you use, that's what the cosmetics are made for, not the HWM version.
