Dragon ball z effects?
I've seen some people do it but I have no idea how. How do you do things like kamehameha and other dragon ball z related things?

You press the power up button and then tri-angle ( Dragon Ball Z BT3 )

If you're not part of the solution then don't bother comment

For the OP, I think you've to play around with particles. Try looking around sfm workshop's particle, maybe some looks almost the same as you wanted

uber lights? there are no other 'special' lights in sfm. anyway...

i'd recommend looking up model particles. the tip could definetely use it. for the spike effect. the ray is more like a spiral of 3-4 trails. the origin might need the same spike model. like the heavy guns toon muzzle. somethign like that.

Right click the light's animation set > enable volumetrics. Pretty sure the official tutorials cover that, have you watched them?
