Report a translation problem
Close SFM, go to the Steam window, right click SFM in the Applications library and select "Launch SDK". From this panel, select "Edit Search Paths for Selected Mod", then tick the box for "Workshop", close the SDK and restart SFM.
SFM should now be able to find workshop content.
Right-click Source FilmMaker in your Steam library, choose "Properties" > "General" > "Set Launch Options...", and make sure "-nosteam" is not there. Then reboot Source FilmMaker.
If that doesn't let the pop-ups start popping up, right-click Source FilmMaker again, choose "Properties" > "Betas", and make sure the drop-down beta selection list is set to "NONE - Opt out of all beta programs", then reboot Source FilmMaker again (after letting Steam download any potential files after changing the beta selection to none).
If that also doesn't fix it, right-click Source FilmMaker again, choose "Properties" > "Local Files" > "Verify Integrity of Application Cache...", wait for it to finish (which is when it says how many files will be re-acquired, not when it says 100%), and then reboot Source FilmMaker.
If even that doesn't fix it, right-click Source FilmMaker again, choose "Launch SDK", click "Edit Search Paths For Selected Mod", make sure "workshop" is enabled, and then try again.
If not even that can fix it, blame any anti-virus software you may have installed.
EDITED: I tried it on two computers, the second with an antivirus program.
If you don't get a pop-up asking whether you want to launch Source Filmmaker or its SDK, then right-click Source Filmmaker in your Steam library again, choose "Properties..." > "General", and make sure that the drop-down list next to "Launch Options" says "Ask when starting game".
