How can fix these random flashing lights

This is because the map's envmaps aren't properly compatible with SFM, so any material that tries to use envmaps to look like it's reflecting its environment will have this glitch.

As far as the envmaps:

Source FilmMaker will now freeze for a while, then re-load the map... but now the viewports will be frozen white, so you have to reboot Source FilmMaker at this point.

To fix them, copy the map and any assets used over to some place Portal 2 (which costs money) or Alien Swarm (which is free) can read, load the map in one of those games, and execute "Mat_Specular 0;BuildCubeMaps" in the console, as you would above.
After this is done, copy the map file back to Source FilmMaker.
It's definitely a good idea to keep a back-up of the original map file, in case this goes wrong.
(Note: You shouldn't do it in Source FilmMaker before nor after doing it in Portal 2/Alien Swarm.)
